Inside the State House:
State Budget Finalized for Fiscal Year 2001

As we go to print, legislators on Beacon Hill have just wrapped up a legislative session and finalized a state budget for Fiscal Year 2001 (FY'01). Many
legislators will be involved in campaigns through the end of the summer and into the fall, leading up to Election Day on November 7.

In the meantime, advocates can reflect on the accomplishments of the 1999-2000 legislative session, including:

  • An increase of $44.5 million in the overall state budget for early education, including a 28% increase in funding for subsidies between the FY'99 and the proposed FY'01 state budget;
  • An increase in subsidy reimbursement rates for early education providers in Southeastern and Western Massachusetts in FY'00, and an additional increase of $25 million statewide in the FY'01 state budget;
  • Provisions to provide affordable health care coverage to early education providers, proposed in the FY'01 budget (which were later vetoed by Governor Cellucci); and
  • An expansion of the state child and dependent care tax credit, and a strengthening of the Massachusetts Department of Transitional Assistance's notification requirements for welfare recipients who are eligible for transitional child care subsidies - both of which are provisions of the Affordable Child Care for Everyone (ACE) bill.
Action Steps

*Contact your legislator to thank and congratulate him/her on the progress made for children during the last legislative session.

*Get involved in a local legislative campaign - hold a sign, make phone calls, or simply give your local candidates information about early care and education issues.

*Register to vote!
